Guardianship and Advocacy Commission

Bob Morgan will serve as a Member of the Guardianship and Advocacy Commission.* Morgan has been the Illinois State Representative from the 58th District since 2019. His leadership in the House has centered around improving healthcare access and human services for all and reducing gun violence–most notably shepherding the ban on assault weapons and high-capacity magazines in Illinois. Formerly, Rep. Morgan was the lead healthcare attorney for the Illinois Office of the Governor, and General Counsel for the Illinois Department of Public Health, helping to implement the Affordable Care Act and Medical Cannabis Program in Illinois. Active in the local community, Morgan is a tireless advocate for those without a voice, serving as a Board Member of the Anti-Defamation League and a Board of Trustees member of Equip for Equality. Rep. Morgan received his Bachelor of Arts from University of Illinois-Urbana and his J.D. from Northern Illinois University.

Public Administrator and Public Guardian

Michelle Coady-Carter will serve as a Public Administrator and Public Guardian in Macoupin and Montgomery Counties.* Coady-Carter is a native of central Illinois and owner of Coady Law office in Springfield, Illinois. Her practice focuses on civil litigation, adoption, guardianship, and probate. In addition to her appointment as Public Guardian and Public Administrator in Sangamon County, she currently serves as the Public Guardian & Public Administrator in Christian, Calhoun and Menard counties. She is also a member of the DCFS Statewide Adoption & Guardianship Adoption Panel.

Teachers’ Retirement System Board of Trustees

David Miller will continue to serve as a Member of the Teachers’ Retirement System Board of Trustees.* Miller served the 29th district in the Illinois House of Representatives, where he was recognized for his work in a range of areas from the Legislative Rule Making Committee to higher education accessibility. He currently works as a Dentist at Dr. David E Miller & Associates and Aunt Martha’s. Miller served as the Director of Government Relations with Tenet Healthcare where he served as a liaison between local, state, and federal governments, forming bipartisan relationships to advance health care. Before joining Tenet, he was the Chief of the Division of Oral Health with the Illinois Department of Public Health from 2011 to 2014. Dr. Miller received his Doctor of Dental Surgery from the University of Illinois College of Dentistry and his Bachelor of Science in Biomedical University from Boston University.

* Appointments pending confirmation by the Illinois Senate.
