Gov. Pritzker Announces Two Appointments to Boards and Commissions

Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Commission on Discrimination and Hate Crimes

Dr. Julia Albarracín-Green will serve as a Member of the Commission on Discrimination and Hate Crimes.* Albarracín-Green teaches political science at Western Illinois University. She specializes in Latin Americans and Latinos in the United States, immigrant integration, discrimination, and political behavior. She has published four books, as well as numerous book chapters and journal articles. Albarracín-Green is also Executive Director of Western Illinois Dreamers, and she serves as an Equal Opportunity and Fair Housing commissioner in Macomb. She earned her Juris Doctorate from Universidad Nacional de La Plata, her Master of International Business from Ecole National des Ponts et Chausées-Universidad de Belgrano, and her Doctor of Political Science from University of Florida.

Prisoner Review Board

Holly Lemons will serve as a Member of the Prisoner Review Board.* Lemons brings over 15 years of experience in government administration and judicial education. She currently serves as Professional Development Manager at the Administrative Office of the Illinois Courts, where she designs and delivers professional development programs for the Illinois Judicial College. Previously, Lemons held key leadership roles within the Illinois Judicial College, including Interim Associate Deputy Director of Learning & Development. Lemons served for more than a decade as Circuit Court Clerk of Montgomery County. She has served in numerous statewide leadership roles, including President of the Illinois Association of Court Clerks and Chair of the Illinois Judicial College Committee on Circuit Clerk Education. She was the recipient of the Illinois County Official of the Year award in 2020. Lemons earned her Master of Science in Criminal Justice from University of Cincinnati and dual Bachelor of Arts degrees in Psychology and British/American Literature from Blackburn College.

Lemons’ appointment is effective November 17, 2025.

* Appointments pending confirmation by the Illinois Senate.
