Gov. Pritzker Announces Five Appointments to Boards and Commissions
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Illinois Finance Authority
Tiffany Mathis Posey will serve as a Member of the Illinois Finance Authority.* Mathis Posey currently serves as CEO and Executive Director of the Boys and Girls Clubs of Central Illinois, bringing over two decades of experience in fiscal stewardship, fundraising, grant compliance, capital planning, and public-private partnerships to her role. Previously, Mathis Posey was Director of Fund Development and Central Unit Director at the Boys and Girls Clubs. Before that, she served as Facilitator of Youth Services at the Phoenix Center, a Springfield nonprofit dedicated to supporting LGBTQIA youth. Mathis Posey currently serves as Vice Chair of the City of Springfield Civil Service Commission, as Member of the Illinois Alliance of Boys and Girls Clubs Board of Directors, and as Vice President of Downtown Springfield Inc. Additionally, she previously served as Commissioner and Vice Chair of the Illinois Commission on Volunteerism and Community Service, and she sat on boards for both the Abraham Lincoln Presidential Library and Museum and Springfield Public Schools District 186. Mathis Posey earned her Bachelor of Arts in Psychology from Ashford University.
Illinois State Medical Board
Dr. Thomas Gleason will serve as a Member of the Illinois State Medical Board.* Gleason is currently Orthopedic Surgeon at the Illinois Bone and Joint Institute, LLC in Des Plaines and Morton Grove, where he has practiced since 1995. Gleason specializes in treating spinal problems in adults and performing hip and knee replacements. Gleason earned his Bachelor of Arts in Chemistry and Mathematics from Dartmouth College and his Medical Doctorate from Loyola University.
Public Administrators and Public Guardians
Matthew McQuaid will continue to serve as Public Administrator and Public Guardian of DuPage County.* McQuaid currently operates a private legal practice and is Attorney at Kopecky Schumacher Rosenburg, LLC in Chicago, where he specializes in federal and state criminal defense cases. Previously, McQuaid served as Assistant States Attorney in Cook County. McQuaid earned his Bachelor of Arts from Knox College and his Juris Doctorate from University of Illinois Chicago School of Law.
Andrew Russell will continue to serve as Public Administrator and Public Guardian of Bureau and Putnam Counties.* Russell currently serves as Partner with Russell, English, Scoma, and Beneke, PC, where he practices corporate and estate law. Russell currently serves as Board President of Gateway Services, Inc. and as Vice President of the Princeton Public Library Board of Trustees. Russell earned his Bachelor of Arts in History from St. Ambrose University and his Juris Doctorate from Illinois Institute of Technology’s Chicago-Kent College of Law.
Colleen Wengler will continue to serve as Public Administrator and Public Guardian of Will County.* Wengler currently operates Wengler Law Firm, PC, where she handles guardianship, estate, and long-term care planning cases. Previously, she served as Attorney at Rickmon Law Firm, LLC in Joliet. Wengler is currently part of the Estate Planning Council of Greater Joliet, the Illinois Guardianship Association, and the National Guardianship Association. Wengler earned her Bachelor of Arts in Psychology and Criminal Justice from University of Illinois Chicago and her Juris Doctorate from DePaul University College of Law.
