Gov. Pritzker Announces Five Appointments to Boards and Commissions
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Illinois Commission on Discrimination and Hate Crimes
Mitchell Davis III will continue to serve as a Member of the Illinois Commission on Discrimination and Hate Crimes.* Chief Davis has dedicated his career to law enforcement and currently serves as the Chief of Police of the Hazel Crest Police Department and Vice President of the National Organization of Black Law Enforcement Executives. He is also an appointed member of the Illinois Law Enforcement Training and Standards Board. A recognized expert in his field, Chief Davis contributed to the evaluation of the Louisville Metropolitan Police Department following the killing of Breonna Taylor and has spoken on Capitol Hill for the National League of Cities on addressing homelessness, substance abuse, and mental illness. His contributions have earned him numerous accolades, including Chicago Defender’s Men of Excellence Award in 2021 and the Lifetime Achievement Award from the National Civil Rights Library. Chief Davis earned a Bachelor of Arts from Governors State University, Master of Science from the University of Cincinnati, and is currently pursuing a Doctor of Philosophy in Organizational Leadership from Concordia University Chicago.
Eastern Illinois University Board of Trustees
Bernie Ranchero will continue to serve as a Member of the Eastern Illinois University Board of Trustees.* Dr. Ranchero is a passionate advocate for public higher education and health care, committed to addressing disparities and promoting access to care. He serves as the Medical Director for the Coles County Health Department and advises numerous community organizations. His commitment to higher education is reflected in his academic-faculty appointments, including serving as a Clinical Assistant Professor at Carle Illinois College of Medicine, Southern Illinois School of Medicine, Indiana State University, and Eastern Illinois University. Dr. Ranchero has served on several national advisory boards, consulting and advocating for patients in areas such as cardiometabolic disorders, LGBTQ+ healthcare, preventative medicine, and public health. He is board-certified by the American Board of Family Medicine and the American Board of Obesity Medicine and is also a Certified Medical Review Officer and Certified Laboratory Director. Dr. Ranchero earned a Bachelor and Master of Science from the University of Illinois, a Doctor of Medicine from Xavier University School of Medicine, and a Master of Business Administration from Illinois Benedictine University.
Illinois Human Rights Commission
Janice Glenn will continue to serve as a Member of the Illinois Human Rights Commission.* Glenn is a seasoned professional with leadership experiences across state government, nonprofit, and corporate sectors. In state government, she was appointed Director of the Illinois Department of Human Rights in 2016 and previously served as Director of Diversity and Recruitment for the Office of the Governor. She also co-chaired the Illinois Commission to End Hunger, Commission on the Elimination of Poverty, and the Illinois Human Services Commission. Before her government service, Glenn spent nearly 30 years as Director of Programs for Leadership Greater Chicago (LGC), a nonprofit civic leadership organization. In recognition of her contributions, the LGC’s Board of Directors named her an Honorary LGC Fellow. In 2020, she served as the Homer Campus Administrator for the Parkview Christian Church, a multi-site ministry of about 8,000 members. She also has experience in community relations through her work in public and government affairs at Amoco. Glenn serves on the advisory board of Roosevelt University’s College of Humanities, Education, and Social Sciences, and holds a Bachelor of Science from the university.
Illinois Racing Board
Rocco Zucchero will serve as a Member of the Illinois Racing Board.* A lifelong Illinois resident, Zucchero has dedicated over 30 years to public service, primarily with the Illinois Department of Transportation and the Illinois Tollway, where he led major capital improvement projects totaling more than $20 billion. A respected leader in the transportation industry, he built lasting partnerships with communities, other agencies, and advocacy groups to address local priorities, sustainability efforts, and economic development. Currently, Zucchero is part-owner of Metro Strategies Group, a small, woman-owned business specializing in strategic planning and engagement. As the Principal for Strategic Planning, he engages with key stakeholders on planning and infrastructure projects to build consensus on priorities that address local and regional needs. Zucchero earned a Bachelor of Science from Purdue University and a Master of Science in Urban Planning and Policy from the University of Illinois Chicago.
State Mining Board
Michael Martin will continue to serve as a Member of the State Mining Board.* Martin is a farmer and a retired coal miner. His coal mining career began in 1977 at Freeman United Crown II, where he worked as a mechanic for 27 years before moving to Freeman United Crown III and the Springfield Coal Company. Additionally, he previously served on the Illinois Miner’s Examining Board from 2013-2022. Martin is a member of Knights of Columbus 1152 and the United Mine Workers of America.
