Gov. Pritzker Announces Five Appointments to Boards and Commissions
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Abraham Lincoln Presidential Library and Museum Board of Trustees
Joan Brodsky will continue to serve as a Member of the Abraham Lincoln Presidential Library and Museum Board of Trustees.* Brodsky is a current member of the National Museum and Library Services Board. She also serves as a Trustee of the Newberry Library in Chicago, on the Advisory Board of the Syracuse University Library, and the Board of Overseers for the Library of The Jewish Theological Seminary in New York City. A lifelong librarian and conservator, she established an endowed lecture series and workshop on book and paper conservation and sponsors the Brodsky Lecture Series for Northwestern University’s JD-MBA Program. Brodsky earned a Bachelor of Arts in Latin and Education and a Master of Science in Library from Syracuse University.
Kaskaskia Regional Port District Board
Kristine Fulford will serve as a Member of the Kaskaskia Regional Port District Board.* Fulford is a seasoned executive with over 30 years of experience in recreation management. As Executive Director of the Monroe and Randolph County YMCAs, she led operations through the 2023 natural disaster that impacted the Monroe County facility, overseeing its restoration to completion in early 2024. Previously, she served as Chief Operating Officer and Branch Director for the YMCA of Springfield. Fulford earned an Associate of Science degree from Jefferson College.
Lisa Hess will serve as a Member of the Kaskaskia Regional Port District Board.* Hess has dedicated her career to service, both in the military and as a licensed clinical social worker. She enlisted in the Navy in 1985 as a Machinery Repairman, serving at Naval Air Station North Island and aboard the USS Jason before being honorably discharged in 1989. Re-enlisting in the Navy Reserves in 1993, Hess later transitioned to the U.S. Air Force Reserve, where she served with the 452nd Aerospace Medical Squadron at March Air Reserve Base. Over 14 years, she rose to the rank of Lieutenant Colonel before retiring. As a licensed clinical social worker, Hess provided mental health counseling to children, adolescents, and adults. In 2008, she was promoted to supervisory social worker at Naval Medical Center San Diego, where she served until her retirement in 2020. Hess earned both her Bachelor’s and Master’s degrees from San Diego State University.
Pollution Control Board
Angela Tin will serve as a Member of the Pollution Control Board.* Tin most recently served as the National Senior Director for the American Lung Association, securing grants to reduce air emissions and improve lung health by promoting alternative fuels, radon abatement, and healthy homes initiatives. She began her career at the Illinois Environmental Protection Agency, managing wastewater permits, hazardous waste compliance, and air pollution programs. As a policy advisor, she helped develop regulations on lead-based paint removal and was part of the team that launched the Illinois EPA Emissions Reduction Market System, the first open market emissions trading program in the nation. Tin earned a Bachelor of Science in Physiology from Southern Illinois University and a Master of Arts in Cell Biology from the University of Illinois Springfield.
State Board of Health
Kelly Simon will serve as a Member of the State Board of Health.* Simon is a nursing and public health professional, currently serving as a Senior Associate for Research with the Emergency Nurses Association. She previously worked as an Emergency Services Registered Nurse at Community First Medical Center and was a COVID-19 Response Epidemiologist. She is a member of the American Public Health Association, American Nurses Association, and the Emergency Nurses Association. Simon earned a Bachelor of Arts from Swarthmore College, a Bachelor of Science in Nursing from Loyola University, a Master of Science and Doctor of Science in Epidemiology from Harvard School of Public Health, and a Doctor of Nursing Practice in Advanced Public Health Nursing from Rush University.
