Gov. Pritzker Announces Four Appointments to Boards and Commissions
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Kaskaskia Regional Port District Board
Joseph Stukenberg will serve as a Member of the Kaskaskia Regional Port District Board.* Stukenberg is an experienced leader in the power generation and renewable energy industry, with a strong background in optimizing plant performance and driving safety initiatives. He currently serves as the O&M Manager for Vistra’s MISO/PJM Renewables division, overseeing solar and battery operations while developing strategic agreements. Previously, he spent 20 years at Baldwin Power Plant, holding various roles before becoming Director of Plant Operations. Stukenberg earned a Bachelor of Science in Electrical Engineering from Northern Illinois University, a Master of Business Administration from Southern Illinois University, and is a Certified Safety Professional.
Quality Care Board
Saul Morse will continue to serve as a Member of the Quality Care Board.* Morse is a retired attorney from Brown, Hay & Stephens, LLP in Springfield, where he specialized in governmental regulation, healthcare, and municipal law. With over 40 years of experience, he began his career as Chief Counsel to the Minority Leader of the Illinois State Senate, before practicing privately for 15 years. During this time, he represented a wide range of organizations, including healthcare associations, corporations, and professional groups. Morse taught Medical Humanities at the Southern Illinois University School of Medicine and Legal Studies at the University of Illinois Springfield. He served as Vice President of the Board of Post-Polio Health International and Secretary of the Board of Innovate Springfield. Additionally, Morse has been a member of the Illinois Human Rights Commission and the Illinois Comprehensive Health Insurance Plan Board. Morse earned a Bachelor of Arts and Juris Doctor from the University of Illinois at Urbana-Champaign.
Tri-County River Valley Development Authority
Ryan Miller will continue to serve as a Member of the Tri-County River Valley Development Authority.* Miller is a results-driven financial professional serving as a Financial Advisor with R.W. Baird, where he helps clients achieve their financial goals by providing Private Wealth management services. Previously, Miller was Senior Vice President of Corporate and Institutional Banking at PNC and Vice President of Middle Market Commercial Banking with J.P. Morgan Chase & Co. In 2020, he was the recipient of the Peoria Magazine 40 Under 40 Award. Miller earned a Bachelor of Science from Eastern Illinois University and is a 2013 graduate from the Peoria Chamber of Commerce Community Leadership School.
Illinois State Police Merit Board
Linda Flowers will serve as a Member of the Illinois State Police Merit Board.* Flowers has dedicated her career to education in the Carbondale area, starting as a classroom teacher and later advancing into administrative roles. She currently works as an Assessment Coordinator with Westat and previously served as a Lecturer and Interim Director of Southern Illinois University’s Head Start Program. Active in several professional organizations, she is affiliated with the School Law Association, the National Association for Education of Young Children, and is a member of the Zeta Phi Beta Sorority, Inc. Flowers earned her Bachelor of Science, Master of Science, and Doctor of Philosophy degrees from Southern Illinois University.
