Gov. Pritzker Announces Four Appointments to Boards and Commissions
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Illinois Community College Board
Larry Peterson will continue to serve as a Member of the Illinois Community College Board.* Peterson most recently served as President of Shawnee Community College until his retirement in 2012. Peterson has devoted his career to student access and building enrollment through creative, energetic enrollment strategies. Peterson served in many roles throughout his twenty-year career at John A. Logan College, including Academic Advisor, Academic Tutor, Assistant Women’s Basketball Coach, Director of Student Financial Assistance, Executive Director for Human Resources, and Vice President for Administration. Peterson also served on the Illinois Board of Higher Education’s Diversifying Faculty in Illinois Initiative. Peterson earned his Bachelor of Economics and English, Master of Curriculum and Instruction, and Doctor of Philosophy in Higher Education from Southern Illinois University Carbondale.
Joliet Regional Port District Board
Caroline Portlock will serve as a Member of the Joliet Regional Port District Board.* Portlock currently serves as Director of the Workforce Investment Board of Will County, where is she is responsible for planning and implementing programs and strategies to ensure a workforce system that is flexible, seamless, and responsive to the needs of both jobseekers and employers. Additionally, she is a member of the Workforce Partners of Metro Chicago, the National Association of Workforce Boards, the Illinois Workforce Association, and the Will County Center for Economic Development. She is an active member of the Kiwanis Club of Joliet, as well as the Visitation and Aid Society and volunteers for several local organizations. Portlock earned her Bachelor of Science in Organizational Management and her Master of Business Administration from University of St. Francis.
Metropolitan Pier and Exposition Authority
Terrance McGann will continue to serve as a Member of the Metropolitan Pier and Exposition Authority.* McGann is currently Managing Partner at McGann Ketterman & Rioux in Chicago, a law firm focused on representing workers, labor organizations, and pension and healthcare funds in Illinois and throughout the Midwest. Since 2011, McGann has consistently been recognized by his peers as a leading attorney in the state of Illinois on labor and employment law matters. McGann earned his Bachelor of Arts in English and Criminal Justice from University of Illinois and his Juris Doctorate from University of Illinois Chicago School of Law.
Quad Cities Regional Economic Development Authority
Douglas House will continue to serve as a Member of the Quad Cities Regional Economic Development Authority.* House most recently served as Deputy Secretary of the Illinois Department of Transportation until his retirement in 2022. House has spent his entire professional career dedicated to public service at all levels of government, with focuses on transportation, infrastructure, and workforce development. House understands the need to foster new businesses to create jobs for our state’s skilled workforce, with experience promoting opportunities for individuals and businesses in Northwestern Illinois and across the state. He was recently inducted into the American Federation of Labor and Congress of Industrial Organizations’ (AFL-CIO) Organized Labor Hall of Fame. House served four years in the Illinois Air Force National Guard and two years in the Army Reserves, where he was honorably discharged from both with the rank of Sergeant. House earned his High School Diploma from Rockridge High School.
