Gov. Pritzker Announces Four Appointments to Boards and Commissions

Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Children and Family Services Advisory Council

Kim King will continue to serve as a Member of the Children and Family Services Advisory Council.* King spent much of her career with the Office of the Cook County Public Guardian, serving as Chief Deputy Public Guardian, Supervising Attorney, and as a consultant. King recently served as Senior Deputy Director of Case and Volunteer Management for Illinois Court Appointed Special Advocates (CASA) of Cook County. Prior to this role, she served as CASA’s Deputy Director. Through her work with the Office of the Cook County Public Guardian and CASA, King represented children in juvenile court and foster care and utilized her experience in child welfare to guide practitioners in the field, providing training to program directors, employees, and volunteers statewide. King earned her Bachelor of Arts from Northeastern Illinois University and her Juris Doctorate from Chicago Kent College of Law.

Ohio River Valley Water Sanitation Commission

Bradford Kasberg will serve as a Member of the Ohio River Valley Water Sanitation Commission.* Kasberg is a citizen of the Miami Tribe of Oklahoma and a Sustainable Landscape Specialist at Argonne National Laboratory. There, Kasberg uses geospatial modeling to analyze the social, economic, and ecological implications of landscape changes due to energy projects. Kasberg also develops design-focused workshops to study how potential policies and energy projects may affect communities and the way they interact with the landscape. From 2020 to 2025, he served on the Rivers of Illinois Coordinating Council. Previously, he was Wetland Restoration Manager with Audubon Great Lakes. Kasberg earned his Bachelor of Arts in Geography and Anthropology from Miami University and his Master of Landscape Architecture from University of Michigan.

Teachers’ Retirement System Board of Trustees

James Hagerman will serve as a Member of the Teachers’ Retirement System Board of Trustees.* Hagerman retired as Partner from KEB Asset Management, LLC, where he worked for 29 years. Hagerman spent most of his early career with Deloitte and Touche in Springfield before joining Kerber, Eck & Braeckel LLP in 1993. Hagerman has served 26 years as a member of the Rochester Board of Education. Hagerman served on several community boards, including as President of the Sangamon Valley Estate Planning Council. Hagerman earned his Associate of Accounting from Lincoln Land Community College and his Bachelor of Science in Accounting from Illinois State University.

Workers’ Compensation Medical Fee Advisory Board

Amy Bilton will continue to serve as a Member of the Workers’ Compensation Medical Fee Advisory Board.* Bilton currently works as a shareholder, Medicare Secondary Payer professional, and workers’ compensation defense trial attorney at the Chicago law firm of Nyhan, Bambrick, Kinzie & Lowry. Bilton was previously President of the National Medicare Secondary Payer Network (formerly NAMSAP), for which she co-chairs the annual conference planning committee; Chairperson of the MSCC board for the International Commission on Healthcare Certification (ICHCC); and Contributing Editor to Lexis’ The Complete Guide to Medicare Secondary Payer Compliance publication. Bilton is also Vice President of Habitat for Humanity Chicago’s Board of Directors and co-chairs its Women Build sub-committee, which brings women together to fundraise and build affordable housing for women-led households and their families. Bilton has been inducted into the College of Workers’ Compensation Lawyers, and she has been recognized for her work in law by Crain’s Chicago Business and Chicago Lawyer. Bilton earned her Bachelor of Arts in Philosophy from University of Michigan and her Juris Doctorate from DePaul University.
