Gov. Pritzker Announces One Executive Appointment
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointment in his administration

Illinois Department of Insurance
Cesar Orozco will serve as Assistant Director of the Illinois Department of Insurance.* Orozco most recently served as Assistant Comptroller for the Illinois Office of Comptroller. There, he led the day-to-day operations of the Chicago office, which includes over 75 staff members, three regulatory departments, the outreach department, and the legal department. A lawyer by trade, he also advised the Comptroller and senior staff on legal and public policy matters. Prior to working for the Comptroller, he served as Assistant Counsel to the Speaker for the Illinois House of Representatives. Before entering the public sector, Orozco worked in private law firms, prosecuting state and federal civil cases. As a leader in the legal community, Orozco is an elected director for the Hispanic Lawyers Association of Illinois (HLAI) and serves on the board of HLAI Charities, a charitable organization that awards scholarships to law school students. Orozco earned his Juris Doctorate from Chicago-Kent College of Law and his Bachelor of Arts from University of Michigan.
Orozco’s appointment is effective October 15, 2025.
* Appointment pending confirmation by the Illinois Senate.
