Gov. Pritzker Announces Three Appointments to Boards and Commissions
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Public Administrators and Public Guardians
Eddie Carpenter will continue to serve as Public Administrator and Public Guardian of Cass, Morgan, Pike, and Scott Counties.* Carpenter semi-retired from his Jacksonville-based private legal practice in 2018, where he specialized in real estate law, probate law, collections, trusts, and general civil practice. Before that, Carpenter served as City Attorney of Jacksonville while maintaining his private practice. Carpenter earned his Bachelor of Arts from Illinois College, his Master of Arts from University of Iowa, and his Juris Doctorate from University of Illinois Urbana-Champaign.
Jerry Justice will continue to serve as Public Administrator and Public Guardian of LaSalle County.* Justice currently serves as Associate Attorney at the Justice Law Firm, PC, with locations in Ottawa and Streator. In this role, he handles real estate transactions, estate planning, probate administration, and foreclosures. Justice is part of the Kiwanis Club of Streator and the Streator Unlimited Board of Directors, an organization devoted to helping people with special needs. Justice earned his Bachelor of Arts in Political Science from Monmouth College and his Juris Doctorate from Florida Coastal School of Law.
Teachers' Retirement System Board of Trustees
Kader Sakkaria will serve as a Member of the Teachers' Retirement System Board of Trustees.* Sakkaria currently serves as Global Head of Data Technology at Arthur J. Gallagher and Co. (Gallagher), one of the world’s largest insurance brokerage and risk management firms. In this role, Sakkaria leads Gallagher’s global initiatives in data modernization, cloud migration, and advanced analytics. Previously, Sakkaria served as Chief Technology Officer at Alined Consulting Group. There, he spearheaded the strategic direction and implementation of innovative technology solutions. Earlier in his career, Sakkaria served as Chief Digital and Technology Officer at Ruffalo Noel Levitz, Head of Technology at Realogy Holdings Corporation, and Chief of Staff to the Chief Information Officer at BMO Bank. An active contributor to the global technology community, Sakkaria serves on the QuaXigma advisory board and previously served as Board Member at Dun and Bradstreet TransUnion. Sakkaria earned his undergraduate degree in Computer Science and his Master of Science in Computer Applications from University of Madras. He received his Master of Business Administration from Northwestern University.
