Gov. Pritzker Announces Two Appointments to Boards and Commissions

Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration

Commission on Discrimination and Hate Crimes

Cindy Buys will continue to serve as a Member of the Commission on Discrimination and Hate Crimes.* Buys is a Professor of Law at the Southern Illinois University School of Law, where she served as Interim Dean from 2018-2020. Buys teaches, researches, and writes in the areas of U.S. constitutional law, international law, and immigration law. She has held leadership positions in several state and national organizations, including the Illinois State Bar Association, the Association of American Law Schools, and the American Society of International Law. Prior to academia, Professor Buys practiced international business and trade law with a private firm and with the U.S. Department of Commerce in Washington, D.C. ​ She holds a Master of Laws from Georgetown University School of Law in International and Comparative Law, a Juris Doctor and Master of Arts in International Relations from Syracuse University, and a Bachelor of Arts from the State University of New York at Albany.

 

Illinois Independent Tax Tribunal

James Conway will continue to serve as the Chief Administrative Law Judge of the Illinois Independent Tax Tribunal.* Conway currently serves as the Director and Chief Administrative Law Judge for the Tax Tribunal, a position he has held since being appointed in 2013 to serve as the first Director/Chief ALJ when the Tax Tribunal was created. He was previously an Assistant United States Attorney in Chicago for 29 years, where he held various supervisory positions, the last 17 years of which he was the Associate Chief of the Criminal Division. Prior to that, he was a Revenue Agent with the Internal Revenue Service in Chicago for 7 years. ​ Conway received a Bachelor of Business Administration and Public Accounting from Loyola University of Chicago, a Juris Doctor from John Marshall Law School, and a Master of Laws in Taxation from DePaul University. He is also a Certified Public Accountant.
