Gov. Pritzker Celebrates Grand Opening of Affordable Housing in Madison County
Sunnybrook Community development will provide 40 new residential units for Alton working families

ALTON – Governor JB Pritzker and the Illinois Housing Development Authority (IHDA) today joined local officials, community members, and construction and labor representatives to celebrate the grand opening of the Community of Sunnybrook (Sunnybrook), a $20 million housing development offering 40 new rental homes for Madison County working families. Sunnybrook is an investment in accessibility—to housing, employment, and education—and part of a larger revitalization effort across Madison County.
“Sunnybrook is providing 40 new units to the people of Alton, making it easier for families to lay down roots and workers to contribute to the local economy,” said Governor JB Pritzker. “More than just a housing development, this is an engine of community revitalization. We’re working to make life more affordable for working families, foster growth and opportunity, and contribute to the culture and character of our state. Our communities have more demand, more opportunity, and more room for new housing—and it’s on us to deliver.”
Sunnybrook will provide needed rental options in a region that has experienced limited housing capacity for the last decade, with other residential properties reporting high-occupancy and lengthy waiting lists. The development is a short distance from schools, medical facilities, retail and recreational centers, as well as several of the region’s top employers—offering Sunnybrook residents community and opportunity, in addition to opening the door to affordable housing.

Sunnybrook stands as proof that when we work together, we can overcome barriers and build communities that welcome everyone.”
Built on formerly vacant land, Sunnybrook now features 10 four-plex townhomes offering multiple unit sizes, primarily serving families earning at or below 60% of the Area Median Income ($60,180 for a household of three). The new community spans seven acres and includes natural green space with a walking path, a community building, a 2,000-square-foot playground, and a 2,500-square-foot play court—creating a safe, vibrant environment for residents to gather and create community.
“Even in the face of local challenges, IHDA and our partners never wavered and stayed the course,” said IHDA Executive Director Kristin Faust. “We will always continue to fight for fair housing throughout Illinois. There was a vision for Sunnybrook, and while it took a little longer to get here, I am beyond thrilled to stand here today with Governor Pritzker to show that government works. These homes will help families live closer to their jobs, access strong schools, and build better lives right here in Metro East.”
Sunnybrook’s journey has been six years in the making. Developed by EBJJ LLC in partnership with the Laborers’ International Union of North America and Morrissey Construction. Funding for Sunnybrook included 1.5 million Low-Income Housing Tax Credits generating $12.3 million in equity, a $6.7 million COVID-19 Affordable Housing Grant from IHDA, and a construction loan from Horizon Bank.
