Today, Governor JB Pritzker took the following bill action:

Bill Number: HB 250

Description: Grants Will County quick-take powers for a road construction project.

Action: Signed

Effective: Immediately

 

Bill Number: HB 576

Description: Creates the Public Official Safety and Privacy Act. Establishes protections for the personal information of public officials.

Action: Signed

Effective: January 1, 2026

 

Bill Number: HB 643

Description: Prohibits municipalities from collecting any tax on joint-use airport transactions in specified regions.

Action: Signed

Effective: June 1, 2026

 

Bill Number: HB 762

Description: Directs the Illinois Department of Insurance to conduct an inquiry into liability insurance practices for community-based providers of foster care and adoption services.

Action: Signed

Effective: Immediately

 

Bill Number: HB 1085

Description: Establishes a reimbursement rate floor for mental health and substance use disorder services, strengthening parity between physical and mental health care.

Description: Establishes the Task Force on Eliminating Food Deserts within the Illinois Department of Public Health.

Bill Number: HB 3492

Description: Makes several improvements to the Illinois juvenile justice system.

Action: Signed

Effective: Section 3-2.5-105 of the Unified Code of Corrections effective June 1, 2026, Section 3-2.5-25 of the Unified Code of Corrections effective January 1, 2028.

 

Bill Number: SB 90

Description: Expands the Illinois State Comptroller’s existing debt offset authority.

Action: Signed

Effective: July 1, 2026

 

Bill Number: SB 618

Description: Makes various changes to the Illinois Liquor Control Act of 1934. Establishes a Class 3 Craft Distiller License and Special Showcase Permit.

Action: Signed

Effective: July 1, 2026. Section 10, regarding the delivery of alcoholic liquors and cocktail and mixed drink changes, will take effect upon becoming law.

 

Bill Number: SB 642

Description: Extends estimated completion dates of various Tax Increment Allocation Redevelopment projects, increases the maximum income limitation for the Low-Income Senior Citizens Assessment Freeze Homestead Exemption, establishes the interest rate for delinquent property taxes for tax year 2025, and allows the county clerk to administer payment plants and waive interest penalties.

Bill Number: SB 1911

Description: Decouples from federal bonus depreciation for newly constructed non-residential real property, replaces the Global Intangible Low Tax Income tax with Net Controlled foreign Corporation Tested Income, extends the excess business loss deduction for trusts, extends the State and Local Tax Deduction, amends the Film Production Services Tax Credit Act, creates the Statewide Innovation Development and Economy Act, and includes a one-time transfer from the General Revenue Fund to the Audit Expense Fund.

Bill Number: SB 1989

Description: Consolidates the Southwest Regional Port District with the Kaskaskia Regional Port District and restructures the board.

Action: Signed

Effective: Immediately

 

Bill Number: SB 2339

Description: Prohibits adverse actions against an employee due to a notice of individual taxpayer identification number discrepancies provided by a federal agency or outside vendor not responsible for immigration enforcement.

Bill Number: SB 2683

Description: Extends a bond authorization from 5 years to 10 years for the Iroquois County Community Unit School District Number 9.
